  1. Heat oil in skillet,saute onions,green bell peppers, and garlic until soft.
  2. Add ground beef and cook to brown.
  3. Drain off fat.
  4. Add all remaining ingredients, except shrimp and rice.
  5. Cover, heat to boiling, simmer on low heat for 25 min.
  6. Add shrimp and white rice.
  7. Stir until shrimp is pink.
