  1. In a large saucepan, combine the first 5 ingredients; bring to a boil.
  2. Reduce heat; cover and simmer for 12-15 minutes, or until vegetables are tender.
  3. Meanwhile, in a medium saucepan, melt butter.
  4. Stir in flour, salt and pepper until smooth.
  5. Gradually add milk, stirring constantly.
  6. Bring to a boil; cook and stir for 2 minutes or until thickened.
  7. Stir into the vegetable/broth mixture.
  8. Add corn and Parmesan cheese.
  9. Cook 10 minutes longer or until heated through.
