- 1 1⁄2 lbs ground beef
- 1⁄2 cup chopped onion
- 1 tablespoon oil
- 2 (5 1/2 ounce) cans tomato paste
- 1 cup water
- 2 teaspoons sugar
- 1⁄2 teaspoon celery salt
- 1⁄2 teaspoon salt
- 1⁄4 teaspoon pepper
- 1⁄4 teaspoon garlic powder
- 8 ounces cream cheese, softened
- 1 cup sour cream
- 1 cup ricotta cheese
- 1⁄4 cup chopped green pepper (optional)
- 6 green onions, chopped (optional)
- 8 ounces medium noodles, cooked
- 1 cup grated parmesan cheese
directions
- Fry ground beef and onions in oil.
- Add next seven ingredients. Stir. Bring to a boil. Set aside.
- Beat cream cheese and sour cream together. Stir in ricotta cheese, green pepper and green onions. Set aside.

Layer in greased 3 quart casserole as follows:
- One half noodles.
- Ricotta cheese mixture.
- One half noodles.
- Meat mixture.
- Parmesan cheese.
- Bake covered in 350 degree oven for 25 minutes. Uncover and bake 15 minutes more.
