Bring 2 cups water to a boil. Remove from heat, add tea and honey and let steep until water is a deep blue color, about 5 minutes. Strain (if using flowers) and pour into an ice tray, then freeze.
Use a food processor or blender to crush blue ice. To make drink, fill glass with regular crushed ice. Top with 1 cup crushed blue ice. Pour in vodka, ginger beer and juice from 1/2 lime. Top with another 1 cup crushed blue ice and garnish with remaining 1/2 lime.
