  1. In a large saucepan, combine the sugar and cornstarch.
  2. Stir in water until smooth.
  3. Bring to a boil; cook and stir for 1-2 minutes or until thickened.
  4. Remove from the heat; whisk in gelatin until dissolved.
  5. Add peaches.
  6. Refrigerate until slightly thickened, about 20 minutes.
  7. In a mixing bowl, beat cream cheese, confectioners sugar and milk until smooth.
  8. Fold in whipped topping.
  9. Spoon into pie crust.
  10. Spoon gelatin mixture over cream cheese layer.
  11. Refrigerate until set, about 3 hours.
