  1. Heat oil over medium. Add flour and cook, whisking until smooth. Add broth, chili powder, cumin, chipotle and adobo sauce, and water. Bring to a boil, whisking constantly. Reduce heat, and simmer until lightly thickened, about 10 minutes.
