  1. Prepare shrimp.
  2. In a saucepan combine the reserved shells, water, garlic, chiles, rosemary and fennel seeds.
  3. Bring to a boil. Reduce. Simmer 30 minutes.
  4. Strain. Return to saucepan.
  5. Return to a boil. Reduce to 1 1/2 cups (about 10 minutes).
  6. Add sherry. Bring to a boil. Reduce to 2 tablespoons (about 30 minutes).
  7. Add bell pepper. Cook 2 minutes.
  8. Add shrimp, onions, butter, salt and pepper. Heat until shrimp are just pink. Serve.
