  1. Brown ground beef with salt and pepper.
  2. Cook rice.
  3. Sauté celery, green pepper, onion.
  4. Preheat oven 350-375°F
  5. In medium baking dish, combine all ingredients. Mix well.
  6. Bake 30-35 minutes.
