  1. Steam cauliflower. Drain and pat dry.
  2. In a small bowl, whisk together garlic, pepper, capers, oil and lemon juice.
  3. In large bowl, combine cauliflower and raisins. Add dressing and toss to coat. Let cool for 15 minutes. Add parsley and toss to combine.
