  • Put peppers under a broiler, and broil until skin is charred and black.
  • Place peppers into a paper bag and let steam for about 10 minutes.
  • Peel the charred skin off of the peppers.
  • Mix together soy sauce and water.
  • Soak peppers in the mixture for at least 10 minutes before serving.
