These were the hit of the party I went to last summer in El Paso, Texas. Spicy but addictive! Wash them down with an ice cold Corona with lime.
- Put peppers under a broiler, and broil until skin is charred and black.
- Place peppers into a paper bag and let steam for about 10 minutes.
- Peel the charred skin off of the peppers.
- Mix together soy sauce and water.
- Soak peppers in the mixture for at least 10 minutes before serving.
