- Scrub the potatoes with a brush under cold running water; peel them if desired.
- Cut the potatoes into halves or quarters if large.
- Heat the oil in a saucepan over medium heat; add in the potatoes, onion, water, and salt and pepper to taste.
- Cover the pan and decrease the heat to low; cook 20 minutes or until the potatoes are tender.
- Uncover the pan and stir in the vinegar; cook until most of the liquid evaporates, about 5 minutes.
- Serve hot or at room temperature.
