Preheat oven to 350 degrees. Line a large roasting pan with foil; place ribs in pan.
Grate 1/2 t. zest from the lime into a bowl; reserve. Cut lime in half and squeeze juice over both sides of ribs. Take the lime halves and rub the ribs over both sides.
Combine chili powder, salt, chile pepper, cinnamon, and pepper. Stir 1 t. spice mix into zest and reserve. Rub remaining spice mix over both sides or ribs. Cover pan tightly with foil and roast for 1 hour and 30 minutes.
Stir jelly into reserved spice mixture. Remove foil from ribs; brush with some of the jelly mixture. Roast uncovered 30 minutes or until very tender, brushing every 10 minutes with remaining jelly mixture.
