  • fry the beef
  • To make a white sauce:.
  • Fry onion and celery in butter.
  • Add flour.
  • Add milk and soy sauce.
  • Stir continuously 'til boiling and thickened.
  • In an oven proof dish, mix the beef, white sauce, rice, and bean sprouts.
  • Bake covered 1/2 hr.
  • Bake uncovered 1/2 hr.
  • Add chinese noodles to the top to back for the second half if desired.
