  1. Add pecans to cream cheese, mix well. Spread evenly on ham slices. Roll the slices. Chill.
  2. Cut the peppers lengthwise into 16 wedges, discarding the pith and seeds.
  3. Peel the carrots and cut into thin lengthwise strips with the peeler. Pleat the strips on colored round toothpicks, accordion style. Chill in icewater, until time to assemble.
  4. Assemble just before serving. To assemble, slice ham roles in half lengthwise. Lay each half in a green pepper wedge (the boat.) Stick a carrot sail into each ham roll.
