  1. In a medium skillet heat butter until melted.
  2. Add peppers and onion sautee until soft. (About 5 minutred).
  3. Add garlic and sautee for 1 minute.
  4. Add rinsed jasmine rice and cook in butter mixture until crackling (about 3 minutes).
  5. Add broth and water, turn heat too high, bring to a boil. Turn heat to low. Add cumin, cayenne and pepper,.
  6. Stir all ingredients and cover with a tight lid. Let simmer for 15 minutes. Remove cover and add parsley, stir and recover. Remove from heat and let sit (covered) for 5 minutes. Fluff and serve.
