- stir together flour, baking soda, cream of tartar, and 1/4 teaspoon salt in small bowl.
- In another bowl, beat butter and 1 cup of sugar until fluffy.
- add eggs, milk, and vanilla. Beat well.
- add dry ingredients to beaten mixture, mix until well combined.
- preheat oven to 400 °F.
- form dough into 1" balls.
- Roll balls on a plate with mixture of 1 1/2 tablespoon sugar and 1/2 teaspoon cinnamon.
- Place 1 inch apart on cookie sheet. Flatten slightly with the bottom of a lightly floured drinking glass.
- bake for 8 minutes or until golden brown.
