- Melt butter and stir in flour.
- Slowly whisk in milk.
- Cook over low heat in heavy bottomed sauce pan.
- Whisk constantly and cook until thickened.
- Add salt, pepper and paprika.
- Add shrimp and peas.
- Serve at once over crackers or toast.
