  1. Mix together the flour, sugar, salt and baking powder.
  2. Blend in the butter until a meal-like texture forms.
  3. Beat the egg.
  4. Add the zest and egg to the mixture until a dough forms.
  5. Knead briefly.
  6. Roll the dough into a 12-inch cylinder.
  7. Place on parchment paper on a cookie sheet.
  8. Bake at 350 for 30 minutes.
  9. Cool slightly.
  10. Cut, on the bias, into 1/2-inch wide slices.
  11. Place the slices on the parchment and bake for 20 minutes longer.
  12. Combine the powdered sugar and orange juice.
  13. Brush onto the biscotti.
  14. Cool before serving.
