  1. mix sugar, lime juice and water - dissolve sugar completely.
  2. add fish sauce. mix well.
  3. add garlic and chilies.
  4. modify to taste with lime, sugar, water or fish sauce.
  5. serve as a dipping sauce. refrigerate unused portions.
