  1. Preheat the oven to 375 degrees and spray the 6 cup muffin tin.
  2. Ground the rolled oats in a food processor or blender until you have made oat flour.
  3. Dice your celery, carrots, and green onions.
  4. In a large bowl, combine the ground turkey, egg, vegetables, parmesan, cumin, and salt & pepper to taste.
  5. Equally separate the meatloaf mixture into the muffin tins.
  6. In a small bow, combine the tomato paste, vinegar, worcestershire sauce, stevia, and salt.
  7. Spread the tomato paste topping onto each mini meatloaf.
  8. Bake the meatloaves for 40 minutes in the oven. Serve with a vegetable and/or mashed potatoes!
