- Soak dried onions in hot water for 5-10 minutes. Drain.
- Cook bacon until crisp. Remove and drain on paper towels. Reserve drippings.
- Sauté onions in bacon drippings until golden, 1-2 minutes.
- Add potatoes, water, salt and pepper.
- Bring to a boil. Reduce heat; cover and simmer until potatoes are tender but not mushy.
- Add corn and milk. Heat through.
- Serve garnished with crumbled bacon.
