  1. Soak dried onions in hot water for 5-10 minutes. Drain.
  2. Cook bacon until crisp. Remove and drain on paper towels. Reserve drippings.
  3. Sauté onions in bacon drippings until golden, 1-2 minutes.
  4. Add potatoes, water, salt and pepper.
  5. Bring to a boil. Reduce heat; cover and simmer until potatoes are tender but not mushy.
  6. Add corn and milk. Heat through.
  7. Serve garnished with crumbled bacon.
