  1. Preheat oven to 350°.
  2. Spray 13 x 9 pan with cooking spray.
  3. In a large bowl combine boiling water and cocoa and mix until cocoa is dissolved.
  4. Add flour, sugar, brown sugar, baking powder, salt, egg whites, oil and vanilla.
  5. Mix well.
  6. Pour into pan and bake 25 minutes.
  7. Brownies should spring back when touched.
