  1. Heat oil in a small skillet over medium heat.
  2. Add beef and garlic and sauté until browned, 5 minutes, breaking up beef with a wooden spoon.
  3. Stir in chili powder, cumin, and salt; cook 1 to 2 minutes.
  4. Heat oven to 400°F
  5. Cut tortillas into quarters.
  6. Place in a single layer on ungreased baking sheets.
  7. Spoon 1 tablespoon refried beans on each piece, then top with 2 teaspoons beef filling and 2 to 3 teaspoons cheese.
  8. Bake 7 or 8 minutes or until cheese is melted and edges are slightly crisp.
