  1. Steam beans until tender crisp, about 6-8 minutes.
  2. Meanwhile, heat oil in a skillet, over medium/high heat, and cook bell pepper, stirring frequently, until crisp tender, about 2 minutes.
  3. Add garlic, stirring constantly, 30 seconds.
  4. Remove from heat and stir in beans, orange zest; season with salt and pepper.
  5. Sprinkle with pine nuts and serve.
