  1. Place potatoes in boiling water, cover and cook 10 minutes.
  2. Drain the potatoes and allow potatoes to cool.
  3. combine potatoes, bell pepper and onion.
  4. In a separate bowl, whisk together the remaining ingredients, then pour onto potatoes and toss.
  5. Keep refrigerated until ready to serve.
