  1. In a medium saucepan, combine water, chicken bouillon cubes, and spinach.
  2. Bring to a boil and cook until spinach is tender.
  3. Melt butter in a large saucepan over medium heat.
  4. Stir in flour, and cook for 2 minutes.
  5. Gradually whisk in milk.
  6. Season with minced onion, salt, and pepper.
  7. Cook, stirring constantly, until thickened.
  8. Stir in spinach mixture.
