Chilled Orange and Fennel Salad

Ingredients
- 8 small seedless oranges
- 1⁄2 cup vegetable oil
- 2 tablespoons balsamic vinegar
- 1 teaspoon ground cumin
- 1 teaspoon chili powder
- 1 head romaine lettuce, shredded
- 2 medium sweet onions, very thinly sliced
- 1 fennel bulb, cut into 1/4 inch rings
Directions
- Peel oranges, removing all of the white pith. Cut oranges into 1/4 inch slices.
- In a small bowl, whisk together oil, vinegar, cumin, and chili powder. Set dressing asside.
- Spread a layer of shredded romaine on a large serving platter. Cover with a layer of orange slices.
- Cover liberally with onion slices. Top with fennel rings.
- Spoon dressing over the salad. Serve chilled.
