  1. Thoroughly mix the cream cheese, chili, and diced chilies.
  2. Over low to medium heat, heat the mixture until it is fairly hot.
  3. Stir as necessary.
  4. Spread the shredded cheese on top and heat again, or broil briefly, until cheese is melted.
  5. Serve with tortilla chips or tostados.
