- Bring water to a boil. Add potatoes, celery, carrots, salt, and pepper. Cover and simmer 10 minutes. Remove from heat- DO NOT DRAIN.
- Melt butter in sauce pan. Add flour. Stir in milk gradually. Cook over medium heat, stirring constantly until mixture comes to a boil.
- Boil 1 minute, stir in cheese until melted. Add veggies with the water. Add ham. Heat thoroughly.
