  1. Cook cauliflower in a small amount of boiling salted water in a large saucepan for 15-20 minutes or until tender; drain and set aside on a serving plate.
  2. Cook onion and bell pepper in 1/4 cup water for 5 minutes or until tender in a covered saucepan.
  3. Stir together milk and flour until smooth; now stir into vegetable mixture.
  4. Cook and stir until thickened and bubbly, then continue to cook for 1 minute more.
  5. Stir in cheese until melted and then stir in green chili peppers and Tabasco sauce and heat through.
  6. Pour some of the cheese sauce on the cauliflower and pass the remaining sauce.
