  1. Preheat oven to 350 degrees.
  2. Combine flour, granulated sugar, 1/4 cup cocoa, baking powder and salt in a bowl.
  3. Stir in milk, butter and vanilla until smooth.
  4. Stir in chocolate chips.
  5. Spread in ungreased shallow 1 1/2 quart casserole. Sprinkle brown sugar and 1/4 cup cocoa on top.
  6. Place in oven, pour boiling water over top.
  7. Bake 35 minutes, cool 10 minutes before serving.
  8. Serve with ice cream if desired.
