  1. In a heavy skillet over medium-high heat, melt butter or grease.
  2. Stir in flour, salt, and pepper, blending well.
  3. Continue to stir until mixture is dark brown.
  4. Add water and reduce heat to a simmer for 5 minutes.
  5. Serve warm.
