  1. In a mixing bowl, cream butter and sugars together.
  2. Add egg and vanilla and beat well.
  3. Dissolve 3 Tbsp milk powder in the 1/4 cup water, then add to bowl.
  4. Mix in salt, baking soda, cream of tartar, and lemon zest.
  5. Add flour and mix thoroughly.
  6. Mix in remaining ingredients and stir to combine.
  7. Using two tablespoons, drop small amounts of dough onto a greased cookie sheet and bake for 10-15 minutes at 325°F or until bottoms of the cookies are light brown.
  8. Cool slightly before removing from baking sheet.
  9. Makes 2 dozen cookies.
