"The quotes around the title is because traditionally, Shepherd's Pie is made with lamb. I really don't like lamb. This recipe only uses one pound of ground beef, but you can use more. This was developed from lack of funds and necessity. I am sure that others do it similar, but I am not finding it this way on this site, so I am posting it here. Feel free to use instant mashed potatoes! I prefer Potato Buds, but the newer flavored types are pretty yummy also."
