    Directions:

    1. 1
      Mix first 4 ingredients. Add brown sugar. Add butter until crumbly. Save 1/2 of the crust mixture.
    2. 2
      Press other half in greased jelly roll pan. Bake 10 minutes at 350 degrees.
    3. 3
      Melt carmels and milk in double boiler. Spread over crust.
    4. 4
      Sprinkle chocolate chips on top. Add remaining crust to top of bars. Bake 10 additional miutes at 350 degrees.
