  1. Dice vegetables very small.
  2. Place water, potatoes, celery, carrots, onion, salt and pepper in 5 qt sauce pan.
  3. Cover and simmer 10-15 minutes .
  4. Mix butter, flour, milk and cheese to make sauce.
  5. Add cheese sauce to chowder and heat.
