I again wanted a not soup lower sodium version of the standard recipe so....

  1. Brown hamburger, drain leaving about 3 tablespoons drippings. Add onion and celery cook just until translucent. Add mushrooms and cook until soft. Add garlic, salt and pepper. Sprinkle flour over hamburger stir in well. Add milk and simmer until thickened. In casserole or slow cooker (if using) layer vegetables. (can just sub a 16-20 oz bag of vegetables) Pour hamburger over. Lastly add tater tots on top. Bake at 350 degrees for 30 minutes covered, 30 minutes uncovered.
