  1. Heat oil over medium heat in large skillet.
  2. Add onions and season with salt and pepper.
  3. Cook until golden brown, stirring frequently. (12-15 min.).
  4. Let cool.
  5. In a medium bowl, combine onions, sour cream, cream cheese, vinegar, and chives; season with salt and pepper.
  6. Chill until slightly thickened, about 1 hour; or cover and refrigerate up to 2 days.
  7. Serve with chips.
