  • Blend the sugar and cocoa together. In a medium sized saucepan, dissolve the cornstarch in the water. Add the cocoa and sugar and stir until a smooth paste is made.
  • Over medium heat, add the milk a little at a time while whisking.
  • Simmer the chocolate for 10 minutes, stirring frequently. Serve hot.
