  1. cook spaghetti until al dente.
  2. brown ground beef and add sauce.
  3. sautee bell pepper and onions, then add cream cheese and milk and stir.
  4. combine all ingredients and top with onion rings. enjoy!
  5. optional -- cook in oven to "set"; may add shredded cheese.
