  • Coat a dutch oven with cooking spray. Add olive oil and heat over high heat. Add beef and brown, stirring constantly, being careful not to scorch, about 5 to 10 minutes. Add soy sauce, 1 cup water, bouillon granules, wine, garlic and black pepper. Bring to a boil, cover tightly, reduce heat, and simmer 70 minutes, or until meat is tender. Add carrots, sliced diagonally, and cover tightly. Simmer 15 minutes longer.
  • In a small mixing bowl, combine remaining 1 cup water, sugar, and cornstarch. Mix well, add to beef mixture, and stir. Bring to a boil and stir 1 minute.
  • Place noodles, or rice, on one side of a serving platter. Spoon beef mixture beside noodles and serve.
