  1. Preheat oven to 350. Grease a 2 quart casserole; set aside.
  2. In a large saucepan, cook onion, celery and peppers in oil over med for 5 min or til tender.
  3. Stir in tomatoes, rice, water, sugar, salt, pepper and hot sauce.
  4. Bring to a boil; reduce heat and simmer, uncovered for 10 min, stirring frequently.
  5. Transfer to casserole. Cover and bake 1 hour or til tender.

This side dish was great!, though I did have to add a can of tomato juice as I think it was too dry and some of the rice was still cunchy...the taste was wonderful though...
