  1. Combine rice, beans, corn, and onion in medium bowl. Combine vinegar, oil, cilantro, peppers, chili powder, and salt in small jar with lid. Pour over rice mixture; toss lightly. Cover and chill 2 to 3 hours to blend flavors. Stir before serving. Garnish with cilantro, if desired.
