  1. Place potatoes in a pot and add water to cover. Bring to a boil. Cook for about 40 minutes or until fork-tender.
  2. Drain and let cool enough to handle. Peel and cut in small cubes.
  3. In a large bowl, combine potatoes, red onion, herbs, capers, mustard, salt and pepper. Add olive oil and vinegar.
  4. Cover and refrigerate 2 hours before serving.
