  • Preheat oven to 375 degrees F.
  • Heat oil in large skillet over medium high heat. Saute onion, carrots, peppers until soft, add garlic and jalapenos a minute or 2 before other veggies done.
  • Add ground beef and Worcestershire sauce. Brown the ground beef. Drain excess fat.
  • Add flour, stir constantly until thoroughly cooked, about 1-2 minutes.
  • Add taco seasoning and water, stir, bring to boil then reduce heat and simmer 5 minute Stir occasionally.
  • Prepare mashed potatoes per package instructions.
  • Spread meat and veggie mixture evenly into a 2 quart casserole. Mix in peas and cilantro. Sprinkle some of cheese on meat mix.
  • Cover with prepared mashed potatoes.
  • Top with remainder of cheese.
  • Bake in preheated oven for 20 minutes or until golden brown.
