  1. Brown rice in oil for three minutes.
  2. Add chicken broth and bring to a boil.
  3. Add onion, bell pepper, jalapeño, and tomato.
  4. Add bullion cube, salt, pepper, cumin, cilantro and garlic.
  5. Boil.
  6. Cover and reduce heat to low.
  7. Cook 20 minutes.
