Its hard to call this "chili powder" when there's no "chilies" in it. Chili powder and chile pepper powder are often mixed up; a chili powder is typically a mixture of a chile pepper powder, cumin, coriander, garlic, and onion. If you have powdered chilies, which can be dark or light, mild or spicy, you could mix the above into it but it really must include cumin, if not the others. Mexican oregano is a good addition too. Paprika's a waste, IMHO, as it ads no flavor, unless it's smoked perhaps.
