  1. Preheat your oven 350 degrees F.
  2. In a large bowl combine flour and baking powder.
  3. Cut in the butter or margarine until mix is crumbly.
  4. Stir in the brown sugar, coconut, and rolled oats.
  5. Press all but 1/4 cup reserved for top.
  6. into a 9 inch baking pan.
  7. Combine the sweetened condensed milk with lemon juice and the zest.
  8. Beat all well.
  9. Pour over the base evenly.
  10. Sprinkle with the 1/4 cup reserved crumb mixture.
  11. Bake for 25 minutes until lightly browned.
  12. Cool thoroughly before cutting.
