  1. Melt butter in soup pot.
  2. Cook onions and peppers over low heat until soft, 7 to 10 minutes.
  3. Add corn.
  4. Cook 4 to 5 minutes more.
  5. Stir in potatoes and parsley, cook 3 minutes more.
  6. Whisk flour with a little milk.
  7. Stir into soup.
  8. Add remaining milk and cream.
  9. Bring to a boil.
  10. cover and reduce heat, simmer for 45 minutes, stirring often.
  11. Season to taste with salt, pepper and tabasco.
  12. Serve immediately.
