  1. Place fennel seeds in small bowl. Pour hot water over to cover. Let stand 10 minutes, then drain.
  2. Process fennel, fennel seeds, parsley and garlic in a food processor or blender until finely chopped.
  3. Add walnuts, 3 tablespoons water and oil. Mix until walnuts are finely chopped.
  4. Stir in Parmesan cheese.
